Welcome to the Hamilton Community Authority
On April 26, 2017, Hamilton City Council passed OR2017-4-52 creating a New Community Authority (NCA) called “Hamilton Community Authority” to assist with governmental operations and economic development opportunities associated with projects, such as the Spooky Nook development, taking advantage of the added flexibility it afforded under Ohio Revised Code Section 349. The HCA encompasses not only the site of the former Champion Paper Mill, but other outlying continuous properties. The formation of the HCA will be instrumental in the redevelopment efforts along Hamilton’s B Street corridor and beyond.
The hca is authorized Under the Ohio revised code to do:

Authority to acquire real and personal property.

Authority to improve and sell, lease or otherwise dispose of real and personal property.

Authority to raise money to cover community development costs by collecting community development charges*.

Authority to enter into contracts with private parties and other public bodies, relating to the new community development programs

Authority to issue bonds, including tax-exempt bonds to finance real property acquisition and infrastructure improvements.
*Owners must enroll their properties into the community authority to levy such charges and they are payable to the community authority and not directly to the property owner.
